Article 4. Composting
15.4.1. Composting.
A person may compost leaves, grass clippings, vegetation prunings and tree trimmings only on a residential premise. The composting shall only be of items produced on said residential premises. Composting must be carried out in accordance with guidelines provided by the City of Bel Aire, Kansas and shall not result in odors, fly breeding, rodent activity or other nuisances.

15.4.2. Definition.
For the purpose of this Article, Composting means a controlled process of degrading organic matter by micro-organisms into a useable soil conditioner.
