Article 3. General Personnel
2.3.1. Personnel policy adopted.
There is hereby adopted and incorporated by reference the May 18, 2010 version of the document entitled the “City of Bel Aire Personnel Policy Spring, 2010”. One copy of said Personnel Policy shall be filed with the City Clerk to be open to inspection and available to the public at all reasonable hours.
2.3.2. Classification and pay plan adopted.
A classification and pay plan entitled the “City of Bel Aire Classification and Pay Plan” shall be adopted for the purpose of establishing and providing salaries for certain officers and all employees of the City of Bel Aire, Kansas. This document shall be updated as necessary by action of the Governing Body. One official copy of said Classification and Pay Plan shall be filed with the City Clerk to be open to inspection and available to the public at all reasonable hours.

2.3.3. Pay plan method of payment.
Compensation pursuant to the foregoing Classification and Pay Plan may be paid in monthly, quarterly or annual payments in proper proportionate amounts as may be deemed advisable by the City of Bel Aire, Kansas.

2.3.4. Deferred compensation plan established.
To enable the City of Bel Aire to attract and to retain in its employment persons of competence and to provide a means for supplementing the retirement benefits of City employees, the City of Bel Aire hereby elects to join and participate in the Kansas Public Employees Deferred Compensation Plan, as authorized by K.S.A. 75-5529a and 75-5529b.

2.3.5. Deferred compensation committee.
There is hereby established a City deferred compensation committee, which shall consist of the City Manager, the City Treasurer and the City Finance Director. The City Manager shall be chair and the City Finance Director shall be secretary of the committee.

2.3.6. Deferred compensation manager.
The City Finance Director is hereby charged with the duties of serving as local Manager of the deferred compensation plan and shall provide forms to all City employees to specify the amount of any compensation voluntarily deferred, make appropriate reductions from the gross compensation of such employees, and transfer to the approved insurers, the amount so deferred in accordance with the conditions established under the Plan Joinder Agreement.

2.3.7. Deferred compensation agreement.
The City of Bel Aire, being authorized to become a joint contract owner with the State of Kansas of the group annuity contract issued by approved insurers, in conjunction with the Kansas Public Employees Deferred Compensation Plan, authorizes and approves execution by the Mayor of a Plan Joinder Agreement and a Contract Joinder Agreement to implement a deferred compensation plan.

2.3.8. Deferred compensation accounting.
The City Finance Director, or a designee, shall periodically cause an accounting to be made to each employee participating in the City’s deferred compensation plan of the amount contributed and such other information as may be required by the committee.

2.3.9. Deferred compensation loss.
The City shall not be responsible for any loss incurred by an employee under the City’s deferred compensation plan adopted and approved by this Ordinance.

2.3.10. Federal social security benefits.
The City of Bel Aire, Kansas extends the benefits of the Federal Social Security Act in conformity with the applicable provisions of such act to the employees of the City, according to the provisions of K.S.A. 40-2301 et seq. as amended, in accordance with and under the terms of the plan. This plan shall be effective as January 1, 1982.

2.3.11. Federal social security plan.
The Mayor and City Manager, or the Manager’s designee, are authorized and directed to prepare, execute and attest the plan for and in behalf of the City and to submit such plan to the State agency.
