Article 9. Utility Advisory Committee
2.9.1. Establishment.
There is hereby created and established a five (5) member Utility Advisory Committee. The Committee shall be comprised of residents of the City of Bel Aire, Kansas and shall be appointed by the Governing Body. Each member shall serve a two year term unless appointed to complete the term of a predecessor with an unexpired term. Each member may be reappointed for additional two year terms. Members of the Committee shall serve without compensation.
2.9.2. Membership.
A member shall hold office on the board until:
1. the end of his or her term;
2. the member resigns from the Committee;
3. the member fails to attend 3 consecutive meetings (subject to a vote of the Committee;
4. the member moves out of the City; or
5. the Utility Advisory Committee is terminated by the Governing Body
6. the member is dismissed by a majority vote of the Governing Body, with or without cause.
2.9.3. Duties.
The Committee shall meet at least quarterly.
The Committee shall make recommendations to the Governing Body relating to Utility issues including, but not limited to water, sewer, trash, and storm water.
The Committee shall research, prepare, and annually update a written Utility Advisory Committee report. Such report shall be presented annually to the Governing Body for review.
The Committee, when requested by the Governing Body, Mayor or City Manager, shall consider, investigate, make findings, report and recommend upon any special matter of questions coming within the scope of its work.
The Committee shall choose its own officers, make its own procedural rules and provide the City clerk with copies of the minutes of its proceedings. A majority of the members shall constitute a quorum for the transaction of business.
2.9.4. Vacancies.
When there is one or more vacancy on the Committee, the Committee and each member of the Governing Body may submit a recommendation for appointment to the Committee. The Governing Body will vote for the selection of the person(s) to serve on the Committee. Each member of the Governing Body shall have one vote for each position to be filled. The person(s) that receive(s) the highest number of votes are thereby appointed to the Committee. If the votes result in a tie, additional ballots shall be taken until one or more persons receive sufficient votes to be appointed.
