2.13.1. Transient guest tax.
A. A transient guest tax was adopted by the Governing Body of the City of Bel Aire, Kansas through Charter Ordinance 15.
B. The transient guest tax shall be levied at a rate of 6% upon the gross receipts derived from or paid by transient guests for sleeping accommodations, exclusive of charges for incidental services or facilities, in any hotel, motel or tourist court, and shall be collected as provided in K.S.A. 12-1698.

2.13.2. Main trafficway designations for bond financing purposes.
A. The following are designated as main trafficways of the city pursuant to K.S.A. 12-685 et seq. for purposes of bond financing certain improvements:
1. Edgemoor Street.
2. Woodlawn Street.

2.13.3. Capital improvement fund.
A. Upon the approval of a multi-year capital improvement plan setting forth the public improvement and infrastructure needs of the City on a prioritized basis, the City of Bel Aire, Kansas hereby establishes a special capital improvements fund pursuant to Kansas statute. Said fund may be composed of monies transferred from other City funds available for capital improvement purposes including monies in the City’s Federal General Revenue Sharing Fund and General Fund. Any monies so transferred shall no longer be subject to the provisions of K.S.A. 79-2925 through 79-2937 and amendments thereto.
B. Monies in such capital improvement fund may be used to finance in whole or in part any public improvement need set forth in the City’s adopted capital improvement plan. Such public improvements may include but are not limited to repair, restoration, and rehabilitation of existing public facility, for engineering and other advance public improvement plans and studies.
C. Reimbursements may be made to the fund from bond proceeds, special assessments, or state and or federal aid available for completed projects.

2.13.4. Equipment reserve fund.
There is hereby established, pursuant to Kansas statute, an equipment reserve fund to finance acquisition of equipment, which the City is authorized to purchase for municipal purposes. Any monies credited to such fund shall not be subject to the provisions of K.S.A. 79-2925 through 79-2937, and amendments thereto.
